Advocates, a provider of services to individuals facing life challenges, has appointed Regina Marshall as Chief Operating Officer.
Marshall, a resident of Framingham, has served as Senior Vice President of Administrative Operations at Advocates since 2015, where she has built a diverse team of operational leaders committed to Advocates’ mission and values. In her new role, Marshall is responsible for daily operations and oversight of Community Services and Administrative Operations.

Prior to joining Advocates, Marshall was Director of the Massachusetts Mental Health Center. During her tenure at Massachusetts Executive Office of Health and Human Services, she oversaw disability agencies that include the Department of Developmental Services, Massachusetts Commission for the Blind, Massachusetts Rehabilitation Commission, and the Massachusetts Commission for the Deaf and Hard of Hearing.
Recently, Marshall was celebrated as a 2021 Black Excellence on the Hill honoree at a virtual ceremony hosted by the Massachusetts Black & Latino Legislative Caucus. The event commemorates Black community leaders and trailblazers who are moving the needle forward in their communities. Marshall was nominated by Senate President Karen Spilka.
In the MetroWest community, Marshall chairs the MetroWest Health Foundation’s Racial and Ethnic Disparities Workgroup; and serves on the Providers’ Council Diversity, Equity and Inclusion Committee; MetroWest YMCA Board of Directors; and Bethany Hill Place Board of Trustees. She holds a bachelor’s degree in Political Science and African American studies from Simmons College and a law degree from Northeastern University.
